%E3%80%80In+late+July%2C+the+Japanese+government+submitted+to+the+International+Maritime+Organization+%28IMO%29+a+document+that+details+and+supplements+Japan%E2%80%99s+proposed+amendment+to+the+%E2%80%9CNet-Zero+Framework%E2%80%9C+%28NZF%29%2C+a+greenhouse+gas+%28GHG%29+emissions+reduction+measure%2C+ahead+of+the+85th+session+of+the+Marine+Environment+Protection+Committee+%28MEPC+85%29+to+be+held+in+November.+The+document+describes%2C+among+other+things%2C+the+consistency+between+Japan%E2%80%99s+proposed+amendment+to+the+NZF+and+the+current+GHG+reduction+strategy.+It+included+estimates+showing+that+GHG+emissions+could+be+reduced+by+at+least+20%25+from+2008+levels+by+2030+and+that+the+share+of+low-GFI+%28GHG+fuel+intensity%29+fuels+used+would+reach+at+least+5.8%25.+%3Cbr%3E+%3Cbr%3E%E3%80%80Japan+presented+its+proposed+amendment+to+the+NZF+at+MEPC84+in+April.+The+revised+proposal+also+abolishes+the+fund+included+in+the+original+proposal+and+relaxes+the+regulatory+limit+%28standard+value%29+on+the+GHG+intensity+of+emissions+from+ships.+%3Cbr%3E%E3%80%80It+also+expanded+the+scope+for+offsetting+surplus+units+%28SUs%29%2C+allocated+to+ships+that+comfortably+meet+the+standard+value%2C+against+levies+paid+only+on+the+shortfall+%28emissions+exceeding+the+standard+value%29+when+the+standard+value+cannot+be+met.+%3Cbr%3E%E3%80%80While+making+offsetting+the+principle+of+regulatory+compliance%2C+it+established+a+system+under+which+compliance+can+also+be+recognized+by+directly+contributing+levies+to+projects+implemented+by+private+and+public+organizations+outside+the+IMO.+%3Cbr%3E%E3%80%80Japan%2C+however%2C+continues+to+support+the+original+NZF+proposal.+The+revised+proposal+is+positioned+as+a+compromise%2C+formulated+on+the+assumption+that+adoption+of+the+original+proposal+would+be+difficult.+%3Cbr%3E%E3%80%80The+document+on+the+NZF+amendment+proposal+submitted+by+Japan+translates+the+framework+of+the+amendment+mechanism+into+provision-based+text.+It+also+explicitly+states+its+consistency+with+the+current+GHG+reduction+strategy.+In+addition%2C+it+outlined+policies+for+the+governance+%28management%29+of+projects+that+will+receive+levy+contributions.+%3Cbr%3E%E3%80%80The+current+GHG+reduction+strategy+calls+for+%E2%80%9Cachieving+net+zero+around+2050.%E2%80%9C+As+interim+targets%2C+it+calls+for+achieving+by+2030+a+%E2%80%9C5-10%25+share+of+ZNZ+%28zero-+or+near-zero-emission%29+fuels%E2%80%9C+and+a+%E2%80%9C20-30%25+reduction+in+GHG+emissions+compared+with+2008.%E2%80%9C+%3Cbr%3E%E3%80%80The+Ministry+of+Land%2C+Infrastructure%2C+Transport+and+Tourism+Maritime+Bureau+said%2C+%E2%80%9CSince+MEPC+84%2C+we+have+been+holding+discussions+with+countries+that+support+the+amendment+proposal%2C+including+on+easing+the+standard+values.%E2%80%9C+In+those+discussions%2C+concerns+were+raised+about+ensuring+consistency+with+the+reduction+strategy%2C+and+this+time+we+showed+that+consistency+can+be+achieved.%E2%80%9C+%3Cbr%3E%E3%80%80%E2%96%A0Considering+the+achievement+of+Tier+2+%3Cbr%3E%E3%80%80The+NZF+draft+and+Japan%E2%80%99s+amendment+establish+two+standard+values%3A+the+relatively+less+stringent+%E2%80%9CTier+2%E2%80%9C+and+the+more+stringent+%E2%80%9CTier+1.%E2%80%9C+The+document+submitted+by+Japan+assumes+that+the+average+GFI+of+all+ships+will+achieve+Tier+2.+It+presented+estimates+showing+that%2C+by+2030%2C+a+%E2%80%9C5.8%25+share+of+ZNZ+fuels%E2%80%9C+and+a+%E2%80%9C20%25+reduction+in+GHG+emissions+%28compared+with+2008%29%E2%80%9C+could+be+achieved.+Both+figures+meet+the+interim+targets+of+the+reduction+strategy.+%3Cbr%3E%E3%80%80The+Maritime+Bureau+explained%2C+%E2%80%9CWe+estimated+that+the+share+of+all+low-GFI+fuels%2C+including+biodiesel%2C+would+reach+5.8%25.%E2%80%9C+%3Cbr%3E%E3%80%80In+making+the+estimates%2C+it+took+into+account+projections+by+research+institutions+regarding+the+supply+of+ammonia+and+other+fuels.+It+presented+a+feasible+deployment+scenario.+%3Cbr%3E%E3%80%80Achievement+of+the+20%25+GHG+reduction+target+by+2030+was+also+estimated+based+on+past+trends+in+seaborne+cargo+volumes.+Meanwhile%2C+because+seaborne+cargo+volumes+cannot+be+controlled%2C+the+Maritime+Bureau+said+that+the+need+to+closely+monitor+market+trends+was+also+noted.+%3Cbr%3E%E3%80%80The+project+governance+policy+stipulates+that+the+IMO+will+provide+prior+approval%2C+continue+monitoring+after+approval%2C+and+confirm+progress.+Details+will+be+specified+in+the+guidelines.+%3Cbr%3E%E3%80%80Projects+are+envisaged+to+include+those+related+to+alternative+fuel+production+and+technical+assistance.+The+adoption+of+existing+projects%2C+such+as+those+producing+low-GFI+fuels+and+development+assistance+projects+in+developing+countries%2C+is+also+being+considered.+%3Cbr%3E%E3%80%80Regarding+deliberations+on+the+NZF+at+the+IMO%2C+Intersessional+Working+Group+meetings+%28ISWG%29+are+scheduled+to+be+held+in+September+and+November%2C+followed+by+MEPC+85.+%3Cbr%3E%E3%80%80Japan+submitted+to+MEPC+85+a+document+elaborating+on+and+supplementing+the+NZF+amendmen
